All states have established some form of process for voters to be able to cast a ballot prior to Election Day. In many instances, however, the process is restricted to special circumstances. Some states require registered voters to present an acceptable reason that will prevent them from casting a ballot in-person, on Election Day. Some common reasons include:
  • Being affected by an illness serious enough to preclude a voter from going out the polls. (e.g. surgery or other form of hospitalization)
  • Away on military service
  • You will be out of the state during the elections.

The most common form of early voting is castin a ballot by mail. A form of voting often referred to as Absentee voting.

However, some states allow for open “Absentee Voting” where any registered voter may qualify to vote by absentee ballot. Some states that have open absentee voting. For Instance California, mails sample ballots with an attached absentee voting application to all registered voters.

In addition to voting early by way of absentee ballots, some states have implemented
in person early voting. This process allows registered voters to cast a ballot in-person at a early voting centers designated by local elections officials. In general, early voting centers are placed in a different location from you Election Day polling place. 23 of the 50 states currently offer some form of early voting to registered voters.

The following states permit either unrestricted open absentee voting or in-person early voting:
