The Organization
The National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund was established in 1981 to promote the participation of Latinos in the nation’s civic life. 
The NALEO Educational Fund carries out this mission by developing and implementing programs that promote the integration of Latino immigrants into American society, providing assistance and training to the nation’s Latino elected and appointed officials, and conducting research on issues important to the Latino population.

The NALEO Educational Fund is a 501(c)3 non-profit organization governed by a 15 member Board of Directors and a 25 member Board of Advisors.  Both Boards are composed of
Members of Congress, state and local elected officials, and corporate leaders from across the country.  The NALEO Educational Fund maintains offices in Los Angeles, Washington D.C., Houston, and New York City.  It employs about 45 full-time staff with an annual budget of
$5 million, and offers a competitive benefits package that includes generous vacation,
sick leave, medical, dental, vision, and retirement coverage.

The Program
Established in 1990 under its Training and Technical Assistance Program, NALEO’s Constituency Services Department has trained thousands of Latino elected and appointed officials throughout the country, as well as those interested in vying for public office. 
The department increases public officials knowledge of emerging substantive policy
issues and the skills associated with effective public service.  NALEO’s Constituency
Services Department provides this training through three major components:
(1) regional and national NALEO Policy Institutes, (2) the NALEO Annual Conference,
and (3) the NALEO biennial National Institute for Newly Elected Officials.

The Position
The Deputy Director of Constituency Services will be responsible for the development and implementation of national and California based governance and health policy trainings, including:  Institutes, Annual Conference sessions, program outreach and follow-up,
and other related activities under the guidance of the Director of Constituency Services. 
Current program focus areas include:  environmental policy change to reduce chronic
disease associated with obesity, eliminating health disparities across communities of color,
and addressing critical Latino health issues, such as access to health care and mental health services. 

Additionally, the Deputy Director will maintain the health policy portfolio, including
supervision of program staff and the cultivation of relationships with elected officials
from different levels of government and their respective local, state, regional, and national organizations.  A significant amount of travel is required.  This position reports to the
Director of Constituency Services.  This is a full-time position and salary is commensurate
with experience in the range of $40,000-$50,000.

Duties Include, but are not limited to:

  • Organize advisory committees relative to the portfolio program focus;
  • Establish partnerships with relevant organizations;
  • Conduct trainings, facilitate discussions and make regular presentations;
  • Coordinate/implement Institutes and follow-up activites;
  • Develop Institute curriculae, training modules and agendas;
  • Create portfolio reports, toolkits, and related materials;
  • Provide direct technical assistance/consultation to NALEO Members.

Qualifications

  • Must be a college graduate; an advanced degree in a related field such as public administration, public policy with an emphasis in public health, health policy, or environmental policy is preferred;
  • Must have experience working with elected/appointed officials or the equivalent;
  • Outstanding organizational and administrative skills, including ability to
    interact with staff, public officials, government representatives, corporate/business representatives, media and other non-profit or grassroots organizations;
  • Excellent verbal and written communications skills, including presentation skills;
  • Ability to handle multiple tasks, organize and prioritize workload efficiently,
    and work in a team environment;
  • Must have a valid driver’s license with proof of automobile insurance coverage;
  • Ability to work respectfully with people from all cultural and socioeconomic
    backgrounds;
  • Supportive of the mission and philosophy of the NALEO Educational Fund.
