
The Voces del Pueblo program is a multi-layered approach to increasing Latino voter participation conducted in three phases: listening to the community through interactive community forums, giving Latinos a voice and access to the candidates by conducting a candidates debate and/or forum, and engaging the community in the city’s electoral process through a targeted Get-Out-the-Vote (GOTV) effort. Our program is designed to provide information and an invitation to participation.
Listening to the Community - Phase I
The first phase of our program consists of a series of voter forums, conducted in collaboration with media partners, in communities with significant Latino populations. This phase of the campaign serves to identify the issues and concerns that are most paramount for Latino voters with respect to the upcoming elections, to inform the candidates for office about the concerns of Latino voters, and to increase Latino voter participation through voter education.
Giving the Community a Voice - Phase II
The second phase of the Voces del Pueblo Campaign is to respond to the issues identified by Latino voters through the forums. The issues that voters articulate are disseminated widely through extensive media coverage as a way of getting the voters’ issues into the public domain and to the candidates’ attention. During this phase of the campaign a candidate’s forum or debate and radio town hall meetings are held to address the voters’ specific issues. This phase of the campaign directly empowers voters by giving them the vehicle to directly shape the issues candidates address.
Get-Out-The-Vote (GOTV) - Phase III
The Voces del Pueblo GOTV effort consists of a targeted field campaign and a persuasion message designed to get Latino voters to the polls on election day. Latino
low propensity voters are reached directly through a phone banking operation and
door-to-door canvassing. These voters receive targeted mail pieces that contain a message that is crafted based on the issues identified through the forums. Public
Service Announcements (PSA’s) repeat the messages the voters receive via phone, house visits, and mail.
Another added value of the Voces del Pueblo Program is the diversity of the team that works to develop it. The bi-partisan creative team consists of NALEO Educational Fund staff, a database vendor and consultant, a republican ad agency, and a democratic mail firm. Members of the team brought unique experience and expertise to the process based on their backgrounds in working on campaigns. Together, we listen and we craft a tailored message targeting Latino voters, and an effective strategy on how to reach voters and get them to the polls.
The premise of our campaign is simple: Give individuals a voice by providing them with information and an invitation to participate in the electoral process. In return,
individuals respond by voting, bringing them one step closer to the mainstream of our democracy. Simply put, our effort help increase participation among voters, who absent our effort, would are less likely to participate in the 2001 elections, whereby engaging a whole new group of voters in the electoral process. Their participation meand the addition of their names and voting histories to voter rolls, consequently, becoming part of the target voters in political campaigns and giving them access to electoral information.
