The Board of Directors of the National Association of Latino Elected and Appointed Officials (NALEO)
elected Harris County Precinct Two Commissioner Sylvia R. Garcia President of the organization at its
annual meeting in June. Commissioner Garcia served as board member from 1999 to 2004, and is the
seventh person and first Texan to lead NALEO.

Commissioner Garcia represents almost one million constituents residing in the third most populated
county in the United States. Her Precinct includes one of the world’s largest industrial complexes,
the largest port in the nation in volume of foreign cargo and a major NASA facility. A law graduate,
she has been in public service for 24 years as City Controller for the City of Houston, Chief Judge
and Judge of Houston’s Municipal Courts, and Harris County Commissioner.

“Being a NALEO member gave me a great perspective on my role in the community. My learning
from other Latino officials has been invaluable. Today Ithank my fellow board members for
entrusting me with this position” said Garcia. “The year ahead poses important challenges and
at the same time offers great opportunities for our organization. In the face of the 2010 Census we
have an important task at hand making sure everyone gets counted. As President I will try
my best to realize our mission” she added.

“Commissioner Garcia brings a wealth of experience in local government to the Presidency of NALEO”
said NALEO Executive Director Arturo Vargas. “She will provide a unique perspective on leadership for
Latinos during a historic period for our members,” he concluded.
